Russia is producing more and more of its own medical equipment, which surpasses world standards in many respects. Vladimir Putin said this on April 28 at the opening of new modular emergency rooms. They have been launched in Tambov, Donetsk, Yekaterinburg and Simferopol. In total, by 2030, their number will reach almost a hundred. Digitalization will also help optimize the work of the ambulance, the president is sure. At the same time, the medical community is once again paying attention to the problem of staff outflow. What kind of medical equipment is produced in Russia

On the Day of the Ambulance Worker on April 28, Vladimir Putin arrived at the Federal Center for Disaster Medicine, which is a real emergency response system. It includes its own units of air ambulance and emergency medical services. A professional holiday for doctors, paramedics, nurses, orderlies and ambulance drivers was established not so long ago — in 2020, the president personally made this proposal. Back then, the whole world was fighting the coronavirus infection, and emergency medical personnel were actually the first to face this difficult challenge.

The program of the head of state began with an inspection of samples of domestic medical equipment: ventilators, defibrillators, cardiographs. Vladimir Putin also appreciated the samples of special equipment with considerable interest. For example, the Ansat ambulance helicopter for the evacuation of serious patients, which is already being used in Kursk, Belgorod and Bryansk. Or a medical drone that allows you to deliver medicines and even biological materials such as donated blood.

— Our equipment is being produced more and more in the country, with the most advanced and the best equipment. Not that it is not inferior to world standards, but, in my opinion, even superior in many respects," said Vladimir Putin.

The president was impressed by the mobile operating system, which helps to quickly deploy a full-fledged multidisciplinary hospital in unprepared conditions, and an armored ambulance designed specifically for work in the border regions of the Russian Federation. The booking class is the third, which will allow not only all the employees inside to survive, but also to remain unharmed. The Head of State noted the dedicated work of ambulance crews and disaster medicine teams in the conditions of their own, as well as in eliminating the consequences of drone attacks.

— Unfortunately, it's no secret that today there are both explosions of equipment and attacks by unmanned aerial vehicles. Over the past two years, 97 cars have been damaged. This car will go to the border territories in the near future. That is, this is not an ostentatious, exhibition technique, but one that will go into operation," Alexey Osipov, director of the Federal Center for Disaster Medicine, told reporters.

In which regions have new emergency departments been opened

Today, there are 130 stations and more than 1.6 thousand emergency medical departments in Russia. In total, over 160,000 people work in the system and more than 12,000 field teams have been formed. The Head of State called the Russian ambulance service truly unique — it is free, operates according to uniform standards and does not depend on the time of day.

Vladimir Putin also took part in the opening ceremony of new modular emergency rooms in Tambov, Donetsk, Yekaterinburg and Simferopol via video link. All of them, according to the president, are designed to strengthen this important link in the system, increase the availability and quality of medical care. 99 modular reception offices are to be created by 2030, 12 have been built now, and 28 more will be completed by the end of 2026, he said.

"These modules are adaptive, universal, and I've just been told about this, too, and they can be used both in emergency cases and for routine patient treatment, consultations, and diagnostics," the president said.

Among other things, ambulance workers today should have the entire arsenal of modern technical means, since digitalization makes it possible to optimize work — from collecting information about a patient to tracking his transportation. Otherwise, the president promised that all programs for the development and strengthening of healthcare in Russia will be continued, this also applies to personnel.

Nevertheless, in recent years, the number of emergency doctors in Russia has been steadily decreasing, and staffing levels are sometimes shown in reports due to staff reductions, said Eric Holiday, MD, Honored Surgeon, Vice President of the Society of Physicians of Russia.

— In the regions, teams physically do not have time to meet the standard of 20 minutes due to the lack of people and cars, and some of the calls are closed due to the inhuman burden on those who remain ‑ it is simply unfair to talk about a solved personnel problem in relation to doctors and patients. As a surgeon, I am interested in one thing: that the patient receive qualified care quickly, without waiting hours. Our duty is not to achieve a reportable "staffing on paper", but a real increase in the number of teams, decent pay, social guarantees and an understandable personnel policy," the surgeon told Izvestia.

The President discussed this issue separately at a bilateral meeting with Minister of Health Mikhail Murashko. The Head of State, in particular, asked about the program for hiring doctors with reimbursement of costs. According to the minister, today the subjects compensate, among other things, certain expenses for the payment of scholarships. The development of telemedicine also contributes to the support of the population — the president was pleasantly impressed by the results in this area. In 2025, the number of telemedicine consultations provided exceeded 370,000, which is 70 times more than in 2018.

Meanwhile, the number of medical departures has increased 2.5 times over the past 10 years, Mikhail Murashko said. In total, 138 thousand patients were evacuated, including 8 thousand children under the age of one year. According to the president's estimates, almost 57 billion rubles have been spent on this area during this time.
