The Ministry of Internal Affairs has confirmed permission to use magnetic frames for license plates

The Russian Interior Ministry has confirmed that the law does not prohibit the use of magnetic fasteners for fixing state registration plates on cars. The ministry's position has been repeated to the regions, Yaroslav Nilov, chairman of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, said in his Telegram channel on April 28.

The parliamentarian said that he had previously sent a request to the Ministry of Internal Affairs to put an end to the issue of the legality of using magnetic frames to attach license plates.

"In order to exclude cases of equating magnetic frames intended only for fixing GDRs with devices that prevent the identification of GDRs or allow them to be modified or hidden, repeated informing of the State Traffic Inspectorate units has been organized," the letter in response to the deputy says.

It is noted that the case of an administrative offense initiated on this fact is in the Seventh Court of Cassation of General Jurisdiction in connection with the preparation for consideration of a complaint against the ruling of the magistrate court of the judicial district No. 2 of the Chkalovsky judicial district of Yekaterinburg and the decision of the Chkalovsky District Court of the city. The driver was found guilty of violating Part 2.1 of Article 12.2 of the Administrative Code ("Driving a vehicle with state registration plates equipped with devices that prevent the identification of state registration plates or allow them to be modified or hidden").

"Taking into account the above, consideration of the issue of qualifying the actions of the person against whom proceedings on an administrative offense are being conducted, as well as compliance with the requirements of the law when initiating this case, is currently within the jurisdiction of the court," the response to the parliamentarian's appeal says.

The State Duma Committee on Transport has returned for revision a bill providing for the possibility of buying "beautiful" state registration plates for a car. As noted on April 14, the bill was supposed to supplement the law "On State Registration of Vehicles" with a new article so that motorists could reserve a certain license plate number from the available ones for a fee through the Gosuslugi portal. According to the authors of the amendments, now, as a result of the shadow market of "beautiful" license plates, car owners receive services outside the legal framework, and the state does not receive any budget revenue from these transactions.
