Putin approved instructions following a meeting with business at the Russian Union of Industrialists and Entrepreneurs Congress

Russian President Vladimir Putin approved a list of instructions following a meeting with members of the Russian Union of Industrialists and Entrepreneurs (RSPP) and representatives of the business community. This was reported on the Kremlin's website.

"Putin approved a list of instructions following his participation in the plenary session of the congress of the All—Russian Public Organization Russian Union of Industrialists and Entrepreneurs and a meeting with members of the board of this organization and representatives of the Russian business community, which took place on March 26, 2026," the statement said.

The Head of State instructed the Government of the Russian Federation, together with the regional authorities and the presidential administration, to ensure regular monitoring of reducing the shortage of personnel. Special attention should be paid to the movement of labor resources to the most efficient sectors of the economy as a result of increased labor productivity. The first report in this area is expected by August 1, 2026, and monitoring will continue on a quarterly basis.

One of the points of the instructions was the requirement for the government and the State Duma to reduce the documentation burden on public sector employees. We are talking primarily about specialists in the fields of healthcare and education. Measures to reduce reporting should be included in the sectoral programs of the federal Labor Productivity project.

Putin also ordered the integration of mechanisms to support investment projects for the preservation of historical and cultural monuments into the "Regional Investment Standard." In addition, the government, together with the Bank of Russia and the Prosecutor General's Office, will prepare proposals for the creation of a coordination mechanism to protect the rights of minority shareholders. The president also instructed to work out the issue of differentiating the requirements for the share of shares in free circulation for public companies, depending on the size of their capital. The deadline for these items is set until August 1, 2026.

On April 6, Putin instructed the government to finalize a creative economy development strategy for the period up to 2036 by June 1. In addition, the Russian president entrusted the Agency for Strategic Initiatives (ASI) with supplementing the rating of the investment climate in the regions of the Russian Federation with an indicator of the preservation of cultural heritage sites.
