Fans in the stands were banned from propaganda against traditional values

The Russian government has updated the rules of conduct for fans at stadiums

Russia has updated the rules of conduct for spectators at official sports competitions and the list of items prohibited from entering stadiums. This was announced on April 26 in a decree of the Government of the Russian Federation.

"The means of support must meet the following requirements: <...> the absence of inscriptions and (or) images that do not correspond to traditional values provided for by Presidential Decree No. 809 of November 9, 2022," the document says, which was reviewed by TASS.

It clarifies that the main restrictions have been preserved: alcohol, dangerous and bulky items cannot be brought to sports facilities without the approval of the organizers, as well as symbols or statements related to the propaganda of violence and intolerance.

According to the updated requirements, viewers are required to provide not only personal belongings, but also vehicles for inspection. It was also forbidden to bring electric scooters and other similar vehicles to stadiums, unless they are intended for people with limited mobility.

Separately, the document stipulates a ban on unmanned aerial vehicles (UAVs). They can only be used in consultation with the organizers of the competition. In addition, fans were banned from climbing fences, parapets, lighting devices, masts, supporting structures and trees on the territory of sports facilities.

There are also changes in the rules of carrying drinks. Glass and tin containers remain prohibited, and the volume of plastic containers should not exceed 0.5 liters. In total, one viewer will be able to take no more than 1 liter of drinks with them. Flags and banners without additional approval, as before, should not measure more than 2 m by 1.5 m. However, several canvases that together form a single means of support will now be considered a violation.

There are also technical changes in the resolution. In particular, the wording "toilets (booths)" was replaced by "sanitary facilities".

Dmitry Svishchev, first deputy chairman of the Committee on Physical Culture and Sports of the State Duma of the Russian Federation, said on March 28 that representatives of the Ministry of Health of the Russian Federation blocked the adoption of a bill on the potential return of beer to stadiums — they believe the initiative carries risks of "alcoholization of society."
