During a telephone conversation, Russian Foreign Minister Sergei Lavrov and Foreign Minister of the United Arab Emirates (UAE) Abdullah Bin Zayed Al Nahyan discussed the current situation in the Strait of Hormuz and expressed their belief in the need to resume the negotiation process. This was reported on April 24 on the website of the press service of the Russian Foreign Ministry.

"The interlocutors touched upon a number of international issues, including the situation in the Strait of Hormuz, expressing a common opinion on the need to resume negotiations in order to reach agreements on a long—term sustainable settlement of the crisis as soon as possible," the text says.

In addition, the ministers discussed the main directions of deepening bilateral cooperation between the states, highlighting the tasks of promoting the strengthening of humanitarian ties and contacts. In addition, they reviewed the schedule of upcoming contacts between the foreign ministries.

On April 18, the Iranian armed forces announced the restoration of military control over the Strait of Hormuz due to the blockade by the United States. Later, Tehran blocked the Strait of Hormuz from the evening of April 18 until Washington's naval blockade was completely lifted.

Al Mayadeen TV correspondent Moussa Assi said on April 21 that the main obstacle to the start of the second round of negotiations is the naval blockade of Iranian ports. CNN added on April 23 that the United States had developed a course of action to attack Iranian facilities in the Strait of Hormuz in case the agreement broke down.
