The American company Palantir, which develops artificial intelligence (AI) in the interests of the Pentagon, on its page on the social network X (ex. Twitter) has published a manifesto, which suggests that neural networks can become a new means of global deterrence by replacing nuclear weapons.
"The engineering elite of Silicon Valley is obliged to participate in the defense of the nation," the publication says.
The manifesto notes that it is necessary to abandon the "tyranny of applications," and although the iPhone has changed a person's life, it can now limit and constrain the idea of what is possible. In addition, the authors of the initiative called for the creation of AI weapons as soon as possible.
"Our opponents will not stage a theatrical debate about the benefits of developing technologies with critical military and national security applications," the document emphasized.
At the same time, representatives of Palantir pointed out the need for the return of universal military service and the abandonment of a fully volunteer army.
"If a U.S. Marine asks for a more advanced rifle, we have to create one. The same applies to software," the company added.
One of the central provisions of the manifesto was the issue of nuclear weapons. So, according to the developers, at the moment the end of the atomic era is taking place and the beginning of a new deterrence system based on AI. At the same time, the manifesto clarifies that the weakening of Germany and Japan after World War II was an "excessive correction" for which Europe and Asia are paying a very high price.
Another important threat to public administration is excessive interference in the private lives of public figures. Severe pressure in the public sphere deprives the government of talents, leaving only those in it whose ambitions are not supported by deep convictions. This leads to the formation of a cadre of ineffective politicians.
"We must resist the superficial temptation of empty and meaningless pluralism. We, in America and, more broadly, in the West, have been resisting the definition of national cultures for the last half century in the name of inclusivity. But inclusivity in what?" the publication asks.
At the same time, the authors of the initiative allow themselves the thesis that some cultures of the world have achieved great success and "performed miracles", while others are allegedly "regressive and harmful", but at the same time, the document states that all cultures are equal.
Maxim Oreshkin, deputy head of the Russian presidential Administration, said on the same day that the world was gradually approaching the creation of a common AI that could improve itself without human intervention. He noticed that AI was no longer just a program on a computer. Technology is increasingly interacting with the outside world: robots, self-driving cars, and other autonomous systems are emerging.
On April 10, Russian President Vladimir Putin announced the dependence of the future state on following technological changes. According to him, the fundamental language models of neural networks with huge computational capabilities are becoming more complex.
