The leader of Fair Russia, Sergei Mironov, proposed to reduce the insurance premium rate for small and medium-sized businesses. The contents of the document on April 23 are quoted by RIA Novosti.
"The draft federal law has been prepared in order to reduce the fiscal burden on small and medium—sized businesses," the explanatory note says.
It is specified that the initiative provides for a reduction in the insurance premium rate for small and medium-sized enterprises (SMEs) from the current 15% to 10% if the employee's salary exceeds 1.5 minimum wage (minimum wage).
According to Mironov, today the minimum wage is 27 thousand rubles, and the threshold for applying a reduced tariff is 40.5 thousand rubles. He noted that the reduction in the rate will help support companies paying higher official salaries.
It is noted that the changes will help to increase the wage fund, create new jobs and increase the sustainability of the small and medium-sized business sector.
The explanatory materials also indicate that SMEs play a significant role in the country's economy, providing employment and tax revenues.
The proposal to support Russian IT companies through tax incentives and government financing was announced on March 21 by Mironov. The initiative includes the creation of a separate category of "SME+" for IT and AI startups with annual revenues of up to 1.5 billion rubles.
