Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, proposed adding information about awards for achievements in work to electronic information about work. This is evidenced by the draft law sent to the Government of the Russian Federation, which was reviewed by RIA Novosti on April 22.

"The draft federal law On Amendments to Article 661 of the Labor Code of the Russian Federation proposes to include information on awards for work achievements in electronic form in information on employment," the explanatory note says.

The authors of the initiative explained that data on state awards, incentives from the president and the government, as well as departmental and regional regalia and certificates of honor are entered into paper workbooks. At the same time, such information is not currently recorded in digital format, which is often referred to as an "electronic workbook". According to the developers of the document, this puts those who refused paper media in an unequal position.

"The absence of information about awards for work achievements in employment unreasonably puts employees in a different position who have chosen to continue to keep an employer's workbook on paper, and employees who keep only electronic workbooks," the text of the draft emphasizes.

The deputies noted that due to the lack of such data, citizens with electronic books are effectively deprived of the opportunity to confirm their merits in the main employment document. This not only reduces motivation, but also creates difficulties in exercising the rights to social support measures, including when awarding the title of "Labor Veteran". The proposed amendments should ensure the legal equivalence of paper and electronic formats by creating a single list of recorded information.

On April 20, Tatyana Butskaya, first deputy chairman of the State Duma Committee on Family Protection, Fatherhood, Motherhood and Childhood, announced that Russians who simultaneously work under an employment contract and a civil law contract can receive double sick leave. As Butskaya noted, if a citizen works under several civil law contracts, sick leave is paid once, based on the total average earnings.
