There have been changes in the field of mortgage tax deductions over the past year, which directly depend on the new progressive personal income tax scale, effective from 2025. Nikita Chaplin, a member of the State Duma Committee on Budget and Taxes, said this on Tuesday, April 21.

According to the MP, if earlier everything was returned at the rate of 13%, now the maximum deduction amount depends on your income — the higher the tax rate, the more money can be returned from the budget, he stressed.

He clarified that for the purchase of housing, the maximum amount of expenses from which a deduction is given remained at the same level of 2 million rubles.

"But if earlier the maximum refund was 260 thousand (13% of 2 million rubles), now at a rate of 22% you can return 440 thousand rubles. The limit on mortgage interest is 3 million rubles, the maximum repayment has increased from 390 to 660 thousand rubles," the deputy explained in an interview with Lenta.Ru He added that up to 1.1 million rubles can be returned in total for an apartment with a mortgage today.

The parliamentarian added that the most convenient way to receive a tax deduction in 2026 is a simplified procedure through the taxpayer's personal account. In this case, the Federal Tax Service (FTS) itself collects data from banks and developers, forms a pre-filled application, sends an offer, and the taxpayer only needs to confirm it. The refund comes in an average of 8 days, Chaplin explained.

On the same day, Igor Balynin, an associate professor at the Financial University under the Government of Russia, explained in an interview with RT that a citizen has the right to receive a social tax deduction for the treatment of his close relatives. Tax consultant Daria Kirillova told Izvestia on April 14 that Russians who officially pay personal income tax can return 13% of the cost of housing, medical treatment and education.

According to the expert, one of the largest deductions is related to the purchase of real estate. When purchasing an apartment, house or share, you can return up to 260 thousand rubles from the cost of housing. If the purchase was issued with a mortgage, an additional refund of up to 390 thousand rubles from the interest paid is provided. The deduction for treatment remains no less in demand.

On the same day, the State Duma adopted amendments to the Tax Code of the Russian Federation, which will reduce the burden on small and medium-sized businesses to adapt to the changes in 2026, the Moscow City News Agency reports.
