The State Duma withdrew a bill according to which, for failure to fulfill duties for initial military registration, it was necessary to deprive the Russian Federation of citizenship. This became known on April 20 from the data of the electronic database of the Legislative Support System.
"Draft Law No. 968530-8 On Amendments to Articles 9 and 10 of the Federal Law On Military Duty and Military Service and the Federal Law On Citizenship of the Russian Federation. <...> withdrawal of the draft law," the document says.
According to the explanatory note to the draft law, it was aimed at clarifying the grounds, conditions and procedure for termination of Russian citizenship in connection with evasion from military duty by citizens of the country who reached the age of 18 and received citizenship without being born in Russia. It was assumed that the adoption of the amendments would resolve the issue of evasion from military duty, while increasing the effectiveness of the joint activities of the relevant internal affairs bodies and bodies carrying out military registration.
The bill was sponsored by Andrei Kartapolov, head of the State Duma Committee on Defense, and Andrei Krasov, first deputy chairman of the committee, as well as Vasily Piskarev, head of the State Duma Committee on Security and Anti-Corruption, and Ernest Valeev, deputy chairman of the committee.
In October 2025, the Ministry of Internal Affairs of Russia made 2,875 decisions on the termination of Russian citizenship. It is reported that the main reasons for such decisions are bringing citizens to criminal responsibility for committing a number of crimes and their failure to fulfill their duties on military registration.
