The State Duma recalled the rules for installing an air conditioner in an apartment building

To legally install an air conditioner on the facade of an apartment building, it is necessary to obtain the consent of two thirds of the homeowners. This was announced on April 20 by Deputy Chairman of the State Duma Committee on Budget and Taxes Kaplan Panes.

"The facade of the house is the common property of the owners, and you can't just hang the outdoor unit. Courts regularly rule on the dismantling of illegally installed air conditioners. In order not to get into such a situation, it is necessary to coordinate the installation in most cases," Panesh stressed in an interview with Gazeta.Ru».

The only exceptions are new buildings where the developer has provided special baskets or places for air conditioning equipment in advance. In this case, it is enough for the owner to contact the management company and install the unit in the designated place. In other situations, it is necessary to organize a meeting of the owners and submit a draft design indicating the exact location of the block, its dimensions and noise level, Panes said.

The deputy also reminded that it is forbidden to place equipment on the walls of neighboring apartments, block windows with them, or allow condensate to drain onto the building's canopy. Fines are provided for incorrect installation of the air conditioner.

"The administrative fine for citizens is from 2 thousand to 2.5 thousand rubles. If the air conditioner makes noise or drips on the windows of neighbors, the fine can range from 500 to 1 thousand rubles. For houses that are architectural monuments, the fine reaches 200 thousand rubles," he added.

For those who have already installed an air conditioner without official permission, Panes recommended trying to legalize it after the fact by holding a general meeting of the owners and obtaining their consent to preserve the equipment.

In St. Petersburg on April 7, it was proposed to increase fines for unauthorized redevelopment. Alexander Khodosok, Chairman of the standing Committee, said that this is an unauthorized redevelopment of premises, and the walls of an apartment building are a single structure, the strength and safety of which are calculated during design.
