Zolotov discussed bilateral cooperation with the President of Vietnam
During his official visit to Hanoi, the head of the Russian Guard, Army General Viktor Zolotov, met with the General Secretary of the Central Committee of the Communist Party of Vietnam, To Lam. This was announced on April 15 by the press service of the department.
The meeting took place as part of the official visit of the Rosgvardiya delegation to Hanoi. The leaders exchanged views on topical issues on the agenda, including taking into account the processes taking place in the world that affect the level of security of the two states.

Zolotov noted the Vietnamese leader's personal contribution to the development of relations between the Russian Guard and the Ministry of Public Security of the Republic.
Earlier, during the visit, Viktor Zolotov and Vietnamese Minister of Public Security Luong Tam Quang signed a joint action program for 2026-2028. The document provides for strengthening cooperation in the field of protecting important state facilities and combating terrorist threats.
In addition, the departments plan to share their experience in the format of joint training and exercises. The program also includes cooperation in the field of personnel training, social and cultural spheres.
Russian President Vladimir Putin said in a congratulatory telegram to Lamu on April 7 that he was glad to continue constructive dialogue and close cooperation with Vietnam. The Head of State also congratulated Toh Lama on his election to the post and wished him success, good health and well-being.
