The Caspian cyclone caused heavy rains in the Volga region and moved towards Central Russia, meteorologists told Izvestia. They promised that the intensity of the rains will begin to decrease in the coming days as the cyclone weakens. Therefore, Mari El and Udmurtia, which are in a difficult flood situation, are not in danger of an aggravation of the situation. At the same time, exceeding the water outlet mark on the floodplain — that is, the level when rivers can leave the riverbed — is now observed throughout Russia, the Hydrometeorological Center warned.
Where the Caspian cyclone passed
The Caspian cyclone, which left a record amount of precipitation in the Samara region, moved towards Moscow, Tatyana Pozdnyakova, a leading specialist at the Meteonovosti news agency, told Izvestia.
— 15 mm of rain fell in Samara during the day, which broke the record that had been held since 1993. Then the cyclone moved to the east of the Chernozem region, the Lipetsk region and approached Moscow," she explained.
In the capital, the heaviest precipitation will fall before midnight on April 14, then the intensity of the rains will begin to decrease, said Anatoly Tsygankov, head of the department of the Hydrometeorological Center of Russia.
— Light rains in Moscow will continue until Friday. We are in the northern part of the cyclone, then it will shift towards Bryansk and go to Belarus," he said.
In the coming days, the rains will also become weaker in the Chernozem region and the Volga region, Alexander Shuvalov, head of the Meteo forecasting center, told Izvestia.
"This cyclone has already spent all its strength, it was in its last hours in the Lower Volga region on Tuesday," he noted.
In Kamchatka, in the Magadan and Sakhalin regions, on the night of April 13-14, a deep sea cyclone brought heavy snowfalls and gusty winds, the Hydrometeorological Center of Russia reported.
Light rain and sleet will fall on April 15 in the Primorsky Territory, on April 15-16 in the Amur Region, and on April 16-17 in the Khabarovsk Territory.
How regions cope with bad weather
Severe floods on April 14 were recorded in ten regions, and a day ago they were recorded in thirteen. According to the Hydrometeorological Center, unfavorable indicators of water levels in reservoirs persist in the Bryansk, Vladimir, Kursk, Kirov, Nizhny Novgorod regions and Dagestan. A dangerous phenomenon is now observed in the Tambov, Tomsk regions, Altai and Krasnoyarsk territories. A critical rise in water from April 14 to 16 is expected in Pereslavl-Zalessky, Yaroslavl region.
In Mari El, Udmurtia and the Omsk region, where severe floods had previously occurred, the floodplain water level is still exceeded, the Hydrometeorological Center reported. But the flood situation has improved in these regions, and the threat level has been lowered.
According to the regional departments of the Ministry of Emergency Situations, on April 14, almost 180 household plots remain flooded in Mari El, in Udmurtia — more than 150 house territories, a bridge and a section of highway.
Since April 12, the authorities of the region have introduced an emergency regime in the Tomsk region due to the deterioration of the flood situation. In the Altai Territory, the number of flooded houses increased from 142 to 156 per day, and household plots — from 306 to 372. The region is on high alert. The ice breaking process is coming to an end on the rivers.
In the Nizhny Novgorod region, 1,209 household plots, 57 suburban and 13 residential buildings, 14 low-water bridges, and 10 sections of highways were flooded. And in Dagestan, 508 residential buildings, 523 household plots and 39 sections of roads remain flooded, the Ministry of Emergency Situations of the region reported. In the Vladimir region, more than 300 sites were affected.
The number of flooded household and garden plots, as well as residential buildings in the Krasnoyarsk Territory, Bryansk and Kirov regions, is measured in dozens.
Heavy downpours are possible
Exceeding the water outlet mark on the floodplain is now observed throughout Russia, according to the data from the Hydrometeorological Center. This is despite the fact that April became the driest month in 2026, forecasters said.
— There was less precipitation in many cities of central Russia in April. What is falling now is local short—term rains," said Tatiana Pozdnyakova.
According to her, the warm weather in May can provoke heavy rains, which can also affect the flood situation.
In spring, during high water, the floodplain is always flooded, this is a normal situation, Mikhail Bolgov, a hydrologist at the Institute of Water Problems of the Russian Academy of Sciences, a specialist in floods and the use of water resources, explained to Izvestia. He explained that the regions begin to incur losses when the level of a dangerous phenomenon is exceeded.
"And the more accurate the forecast, the more likely it is that the Ministry of Emergency Situations will warn everyone, and we will remove all property from the flood zone and begin evacuation in advance," the expert emphasized.
He noted that the flood situation will stabilize only in summer: the soil will dry out and the water level in reservoirs will drop.
