Self-propelled vehicles in the Russian Federation will be obliged to receive identification numbers

The technical regulations of the Customs Union "On the safety of machinery and Equipment" are being amended, which provide for the transition of the entire list of self-propelled vehicles to the certification procedure, as well as the introduction of uniform mandatory requirements for the application and structure of the identification number. This was reported to Izvestia on April 14 by the press service of the Ministry of Industry and Trade.

The decision implies a full transition to the certification procedure for all types of self-propelled vehicles from April 1, 2028. The certificate of conformity is issued only by accredited organizations that are in the Rosaccreditation register, and involves conducting a test cycle in laboratories according to approved methods.

The introduction of uniform requirements for the identification numbers of self-propelled vehicles (similar to the VIN numbers of wheeled vehicles) will streamline the process of recognizing vehicles. This should simplify the process of overseeing the release, sale, registration and operation of equipment by linking information about the machine from various stages of its life cycle, including its safety certificate, in the electronic passport, the ministry explained.

Previously, the technical regulations for self-propelled vehicles provided for a declaration of conformity procedure. Such a procedure could not fully ensure proper protection of the EAEU market in the segment, often allowing unscrupulous importers to accept documents for equipment without checking compliance with safety requirements, the Ministry of Industry and Trade said. The documents indicated distorted test results or lack of information about their conduct. In addition, there were no requirements for a unique identification number, individual for each unit of a self-propelled vehicle, necessary for operation control.

Earlier, on March 30, the National Automobile Union appealed to the Prosecutor General's Office of the Russian Federation with a request to give a prosecutor's assessment of law enforcement practices regarding the import and sale of pit bikes without a PTS (vehicle passport) or a PSM (self-propelled vehicle passport) and the sale of such equipment, including to children.
