In the center of Moscow, a multi-storey apartment building continues to collapse due to an illegal extension built by the owner of one of the apartments. The facade of the building is covered with cracks, the walls are freezing, and the foundation has sagged under the weight of an additional 15 tons, Kirill Olkov, a correspondent for Izvestia, said on April 13.
"The house is gradually being destroyed, and construction continues, despite the court decision and the indignation of other residents. The annex has already been partially glazed, and the interior is being finished," the journalist said.
Despite the fact that the court declared the permit issued by the Moscow Housing Inspectorate illegal, the owner of the square meters, Nadezhda Domokurova, did not stop the work. Workers continue finishing, and each new day of construction adds cracks and increases the load on the overall foundation. The tenants appealed to the court with a demand to ban the work. Lawyers point out that if the annex is finished, a destructive method will be required for the examination, which will complicate everything.
The Investigative Committee (IC) of the Russian Federation has opened criminal cases under three articles — "Dangerous work", "Forgery of documents" and "Arbitrariness". The chairman of the department, Alexander Bastrykin, took personal control of the investigation. However, according to experts, the initiation of cases does not stop the construction.
"The investigation has such a lever in its hands as the seizure of property, which implies, among other things, a ban on performing any actions with this property. I am convinced that as soon as they figure it out, these measures will be taken," Pavel Rybachenko, a lawyer and former investigator of the Investigative Committee of the Russian Federation in Moscow, assured.
The management company is indifferently watching the destruction of the house, and the minutes of the general meeting of residents, according to the owners, turned out to be fake. The owner of the annex herself is hiding from the courts and lives 400 km from Moscow.
Earlier, the REN TV channel reported on an illegal extension at one of the capital's residential buildings. Because of it, the foundation of the house sagged, cracks formed on the facade, and the walls began to freeze. After the publication of the materials, a criminal case was opened.
At the end of January, it was reported that the owner of the illegal extension had not officially worked a day. According to neighbors, Nadezhda Domokurova generally leads a reclusive lifestyle. The interests of the woman in Moscow are represented by her lawyers.
