The State Duma proposed extending military mortgages to law enforcement agencies
It is necessary to extend the accumulative mortgage system (NIS), which operates for military personnel, to employees of a number of law enforcement agencies. On April 13, Leonid Slutsky, the leader of the LDPR party, made such a proposal to Mikhail Mishustin, the Prime Minister of the Russian Federation.
"It seems advisable to extend the NIS to employees of internal affairs bodies, employees of institutions and bodies of the penal enforcement system, enforcement agencies of the Russian Federation, the federal fire Service of the State Fire Service and customs authorities of the Russian Federation," TASS cites the text of the appeal.
It is specified that it is proposed to introduce an accumulative mortgage system (NIS) for law enforcement officers from January 1, 2027. The initiative provides for a transition period for the preparation of a regulatory framework and financing. Employees who are already in line to receive a one—time social payment (ERU) are offered a choice - to keep the current mechanism or switch to a new system.
According to the parliamentarian, the current housing supply system through the ERU is ineffective due to the long waiting times. In particular, in the Ministry of Internal Affairs system in 2025, about 78 thousand employees were expecting payments, but only a few received funds.
Slutsky noted that NIS will allow employees to purchase housing in the first years of service at the expense of a targeted loan, which is then repaid by the state. In his opinion, this will increase predictability and reduce queues.
Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services, reported on February 6 that participants in a special military operation and their family members are provided with a range of benefits when paying for utilities. Combat veterans are entitled to compensation of 50% of housing and communal services expenses, including contributions for major repairs, and are also exempt from bank fees.
