This was announced on April 12 by the Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova.

"They have received payments of 10,000 [rubles], they have the right to free movement. Those who have documents and a desire to leave, they can do it on their own or with our help," RIA Novosti quoted her as saying.

Moskalkova stressed that evacuees have the right to free movement, and those who wish to leave Russia can do so on their own or with the help of the authorities.
