Three more participants in attacks on Russian military personnel in 1999 and 2000 were detained.

In the Astrakhan and Moscow regions, employees of the Investigative Committee of the Russian Federation, with the assistance of other special services, detained members of illegal military formations who in 1999 and 2000 participated in an attack on the Russian military led by Shamil Basayev and Emir Khattab. This was announced on April 10 by the official representative of the Investigative Committee of Russia Svetlana Petrenko.

"In cooperation with the FSB of Russia, Rosgvardiya, the E center of the Ministry of Internal Affairs of Russia for the North Caucasus Federal District, the Ministry of Internal Affairs of Russia for the Republic of Dagestan, members of these illegal armed groups Hadis Khalilov, Ali Aliyev and Turko Boltiev were detained in the Astrakhan and Moscow regions. They were charged with crimes under Part 3 of Article 279, Part 2 of Article 209, Article 317 of the Criminal Code of the Russian Federation ("Armed rebellion", "Participation in a gang" and "Encroachment on the life of military personnel")," she said.

The Investigative Committee explained that Aliev and Khalilov, as part of a gang led by Basayev and Khattab, took part in an armed attack on a federal security post in the Republic of Dagestan on the night of August 2-3, 1999.

On February 29, 2000, Boltiev, as part of the same group, took part in an attack on soldiers of the 6th company of the 104th regiment of the 76th Pskov Airborne Division in the Chechen Republic. At the same time, Boltiev fired at the servicemen with a Kalashnikov assault rifle.

On December 25, 2025, the Investigative Committee reported the detention of another member of the Basayev and Khattab Alibi Yaipkaev group on suspicion of participating in an armed rebellion in Dagestan in August 1999. According to the investigation, Yayipkaev took an active part in an armed rebellion on the territory of the Botlikhsky district of Dagestan, during which, among other things, he committed an attack on the lives of military personnel who took part in a counter-terrorism operation and ensured public safety.

Shamil Basayev is a terrorist, one of the leaders of the Chechen separatist movement. Participated in military operations in Abkhazia (1992-1993) and Chechnya (1994-1996). He organized a terrorist attack in Budennovsk, was eliminated by security forces in 2006 during a special operation in Ingushetia.
