A bill on fines for speeding and other violations on electric scooters may be adopted as early as 2026. It was adopted in the first reading in 2024 and is currently being finalized for the second. This was stated by one of the authors of the initiative, Deputy Chairman of the Council for the Development of the Digital Economy at the Federation Council, Senator Artem Sheikin, TASS reported on April 9.

According to him, significant sanctions should be imposed for violations on electric scooters. For example, a fine for speeding should be 5,000 rubles, and for driving drunk — 30,000 rubles. Fines for riding a scooter together are also being discussed.

Sheikin recalled that in Moscow, the State Traffic Inspectorate periodically organizes raids on scooters, and traffic police issue fines to them. The senator expressed the hope that after the adoption of the bill, the number of people willing to violate traffic regulations will be less.

The day before, it was reported that in St. Petersburg they supported in the first reading a draft appeal to the Minister of Transport of Russia Andrey Nikitin with a proposal to ban movement on sidewalks on electric bicycles used for business activities.

In addition, it became known that the Moscow Department of Transport, together with the Ministry of Transport of the Russian Federation, are working on amending legislation, according to which heavy electric scooters and bicycles will be prohibited from moving on sidewalks. As noted on April 2, the metropolitan authorities are going to transfer information about traffic violations by couriers on electric scooters and electric bicycles to courier services and the State Traffic Inspectorate.
