The revival of a unified NVP system in Russia in the current geopolitical situation is becoming particularly relevant and should be consolidated at the legislative level. This was the conclusion reached by the participants of a round table in the Civic Chamber of the Russian Federation on the topic "The restoration of basic military training as one of the main elements of ensuring state security and patriotic education."
"My proposal is to review the training program for children and, within the framework of legislative processes, amend the law on Education in order to introduce education and training for military service as a compulsory discipline. To make NVP an independent type of training," said Alexei Kondratiev, Senator from the Tambov Region, member of the Federation Council Committee on International Affairs.
The event was attended by more than 40 representatives of the Federation Council and the State Duma of the Russian Federation, the Ministry of Education and the leadership of the Civic Chamber of Russia. The participants agreed that the restoration of basic military training in Russian educational institutions is becoming an important state task.
"We are already preparing an educational and methodological base for the revival of basic military training. Synergy University, together with DOSAAF and with the participation of the Avangard Center for Military-Patriotic Education, has developed a textbook on military-patriotic education. It consists of four parts, and two more volumes are currently under development. We will test it in ten regions, whose heads, realizing the relevance of the initiative, supported it and allocated the necessary resources," said Vadim Lobov, President of Synergy Corporation.
This year's edition will undergo educational and methodological testing in the Altai Territory, Astrakhan, Volgograd, Kemerovo and Novosibirsk regions, the Republic of Crimea, the Republic of Altai, the Republic of North Ossetia (Alania), the Republic of Yakutia (Sakha) and the Nenets Autonomous District. If the testing is successful, the educational publication will be included in the list of recommended publications at the federal level.
The training manual includes modules on fire, tactical and medical training, UAV control, topography, RCB protection. Separate volumes on information operations and army hand-to-hand combat are being prepared. The Avangard Center will train teacher instructors who will teach basic military training throughout Russia. On April 25, 2026, the All-Russian NVP Forum will be held on the basis of the Patriot Center and Park. It will be attended by teachers, veterans of the Russian military, representatives of leading patriotic organizations.
As an additional factor that increases the relevance of the initiative, the participants of the discussion noted the introduction of compulsory education in the compulsory school curriculum in neighboring countries — Ukraine, Poland, the Baltic States, China. Russia cannot ignore this trend and should be more actively engaged in military-patriotic education of young people, experts stated.
"Since the beginning of the war, the unpreparedness of our youth to defend their Homeland has become so visible that something urgently needed to be done about it. Now the preparation is minimal, and we need to solve the problem seriously. To do this, we need to revive the unified NVP system, there can be no other way," said Vladimir Lutovinov, Head of the DOSAAF Central Committee Staff Department, RANEPA Professor.
