In St. Petersburg, it was proposed to ban electric bicycles of couriers on sidewalks

In St. Petersburg, they supported in the first reading a draft appeal to the Minister of Transport of Russia Andrey Nikitin with a proposal to ban movement on sidewalks on electric bicycles used for business activities. This was announced on April 8 by the press service on the website of the Legislative Assembly of St. Petersburg.

"The Assembly is invited to contact the Federal Minister of Transport with an initiative to tighten the rules for the use of personal mobility equipment and electric bicycles," the publication says.

According to the developers of the initiative, this will reduce the number of road accidents involving electric bicycles and personal mobility aids (SIM).

Alexey Tsivilev, head of the Standing Committee on Transport and Transport Infrastructure Development of the Legislative Assembly, presented the draft and listed other proposed measures to tighten legislation. Among them is the introduction of age restrictions for managing such vehicles (over 16 years old), as well as mandatory registration plates for owners.

In addition, the deputies propose to establish requirements for the technical condition of SIM and electric bicycles, as well as to develop methodological recommendations for courier services on the organization of safe movement, including training employees in traffic rules and conducting briefings.

What is the reason for the twofold increase in demand for such devices?

Deptrans of Moscow together with the Ministry of Transport of the Russian Federation are working on amendments to the legislation, according to which heavy electric scooters and bicycles will be prohibited from moving on sidewalks. In addition, as noted on April 2, the metropolitan authorities are going to transfer information about traffic violations by couriers on electric scooters and electric bicycles to courier services and the State Traffic Inspectorate.
