- Gutsan promised to speed up the procedure for the extradition of citizens convicted in Russia to Kazakhstan
During a working visit to Astana on April 7, Russian Prosecutor General Alexander Gutsan discussed with Kazakh Prosecutor General Berik Asylov issues of cooperation between supervisory authorities and mechanisms for the transfer of convicts.
The parties signed the Second and Third Additional Protocols to the Agreement on Cooperation between the Prosecutor General's Offices of the two countries. According to Alexander Gutsan, these documents will increase the effectiveness of the fight against organized crime, as well as simplify the search and return of illegally acquired assets.
"The strategic partnership, including economic cooperation, is developing on a mutually beneficial basis," stressed the head of the Russian supervisory authority at the beginning of the meeting.
One of the key issues on the agenda was the optimization of the extradition process for Kazakh citizens serving sentences in Russian correctional institutions to continue their term in their homeland.
"As a result, measures will be taken to increase the effectiveness of the implementation of the powers of these departments in this area, including reducing the time for the extradition of your compatriots," said Alexander Gutsan.
He clarified that the Ministry of Justice and the Federal Penitentiary Service of Russia have already organized a profile check in response to the initiative of the Kazakh side. In addition, the head of the department invited Berik Asylov to visit Kazan in the fall of 2026 to participate in meetings of the Coordinating Council of Prosecutors General of the CIS and SCO countries.
"I am convinced that combining the efforts of our agencies in the fight against modern challenges and threats will strengthen the national security of Russia and Kazakhstan," concluded Alexander Gutsan.
In a conversation with Kazakh leader Kassym-Jomart Tokayev on March 20, Russian President Vladimir Putin confirmed his readiness to further develop strategic partnership relations between the two countries. The Russian leader also congratulated Tokayev on the successful holding of the referendum.
