Russian President Vladimir Putin held a meeting on the elimination of the consequences of floods in Dagestan, which killed six people, and instructed the creation of a government commission. All the details are in the Izvestia article.

Instructions of the President

On April 7, during a meeting on the situation in Dagestan, Vladimir Putin ordered the creation of a special government commission to eliminate the consequences of a natural disaster in the republic. It should include representatives of federal and regional authorities. The Head of State stressed the need for an individual approach to each affected family when assessing the damage caused.

The Russian leader called for a prompt response to citizens' appeals and timely provision of medical and legal assistance. Putin noted that the authorities at all levels are obliged to inform the population about the current situation and prevent the aggravation of the "chronic problems" of the region due to floods.

"I would like to emphasize that federal, regional and local authorities should provide all necessary support to the victims. People need to be helped, supported, constantly informed about the current situation, taken into account and promptly responded to complaints and appeals, and provided timely medical and legal assistance to those in need," the Russian leader said.

Finance Minister Anton Siluanov said that the agency would promptly provide financial support to eliminate the consequences of the disaster after completing the damage assessment. The head of the Ministry of Construction, Irek Fayzullin, added that measures had been taken to improve electricity supply and inspect damaged infrastructure. After his report, the president instructed the Ministry of Transport to help the region in restoring the transport network.

Data on the consequences of an emergency

The head of Dagestan, Sergey Melikov, said that an emergency regime had been introduced in 11 of the most affected municipalities of the republic. Up to 1.5 million people were trapped in the disaster area. To date, more than 6.2 thousand people have been evacuated, including 1.3 thousand children. 55 temporary accommodation facilities have been deployed for people, in which 700 people are staying, the rest of the evacuees are staying with relatives.

The disaster caused significant damage to the infrastructure and social facilities of the republic. More than 6 thousand residential buildings and 842 social facilities were damaged. The agro-industrial complex and the road network have been seriously affected: over 180 road sections remain flooded. At the same time, the epidemiological situation in the region is assessed as calm, and sanitary treatment of the territories is planned to begin immediately after the water subsidence.

Sergey Melikov reported in detail on the progress of evacuation measures in the republic.

"In total, up to one and a half million residents of the republic have entered the emergency zone, taking into account 11 municipalities. At the same time, 6,229 people were evacuated, including 1,300 children. As it was said, 55 temporary accommodation facilities have been deployed, more than 1,800 people, in which 700 people are actually accommodated, the rest are placed with their next of kin," Melikov said.

The head of the Ministry of Emergency Situations, Alexander Kurenkov, announced the deaths of six people as a result of floods. According to him, the department's units rescued more than 200 citizens. The Investigative Committee of Russia noted that two criminal cases have been initiated. The mayor of Makhachkala, Dzhambulat Salavov, clarified that 18 private houses were destroyed in the city, apartment buildings were damaged, but life support systems have already been restored.

The threat of new flooding

The head of the Ministry of Natural Resources and Environment, Alexander Kozlov, warned about the release of a new storm warning. Heavy rains, winds up to 22 m/s and thunderstorms are expected in mountainous areas. According to him, on April 11, the third wave of floods will begin, which will affect the Terek River. The Minister stressed the need to strengthen the riverbed in seven washed-out areas to prevent flooding of five settlements.

The head of Rospotrebnadzor, Anna Popova, said that there are enough drinking water supplies in the republic. The agency has taken control of the prices of bottled water. Kurenkov, in turn, noted that more than 1,000 people and 240 pieces of equipment were involved in the elimination of the consequences, and the emergency status could be increased based on the results of the work of the commissions.

"In cooperation with the federal executive authorities, work is underway to promptly assess the damage. According to its results, the government commission will decide in the near future to raise the emergency status," Alexander Kurenkov said.
