The Accounting Chamber proposed to introduce certificates for the resettlement of emergency housing

The Accounts Chamber of the Russian Federation (JV) proposed to introduce a mechanism for housing certificates for the resettlement of citizens from the emergency fund. This was announced on Tuesday, April 7, on the agency's website following an audit of the use of budget funds allocated for these purposes in 2023-2025.

The analysis showed that the regions and municipalities did not spend federal resources efficiently enough and rarely applied the most economical approaches. According to the control data, the most profitable way in terms of costs and deadlines is to pay compensation to citizens for the seized premises. However, only 34.4% of the studied housing was resettled in this way.

"In the opinion of the Accounts Chamber, prioritizing the mechanism for paying compensation for residential premises during the resettlement of citizens who own other residential premises will help reduce the costs of the budget system," said Natalia Trunova, the auditor of the joint Venture.

The audit also revealed violations of equity financing obligations on the part of the constituent entities of the Russian Federation. In a number of regions, the amount of funds allocated in addition to the support of the Territorial Development Fund amounted to less than 10% of the plan. Thus, in the Trans—Baikal Territory, the figure reached 5%, in the Republic of Sakha (Yakutia) - 7.1%, and in the Yamalo—Nenets Autonomous Okrug - 7.7%.

The ministry stressed that at the moment there are no regulatory measures for liability for such violations by the regional authorities. The introduction of certificates and the revision of priorities towards direct payments should increase the speed of liquidation of the emergency fund.
