A draft law on increasing fines for noisy cars has been submitted to the State Duma

A bill has been submitted to the State Duma, which proposes to increase the fine for operating cars in excess of noise standards and in the presence of malfunctions by five times. The document was published on the website of the lower house of Parliament on April 6.

According to art. 8.23 of the Administrative Code of the Russian Federation, the operation of motor vehicles exceeding the standards for the content of pollutants in emissions or noise standards entails a warning or the imposition of an administrative fine in the amount of 500 rubles. A similar punishment is provided for in Part 1 of Article 12.5 of the Administrative Code of the Russian Federation, which establishes the administrative responsibility of citizens for driving a vehicle in the presence of malfunctions or conditions under which vehicle operation is prohibited. The bill proposes to increase the fine to 2.5 thousand rubles in both cases.

The explanatory note notes that the problem of increased noise levels generated by cars and motorcycles is one of the urgent problems of cities. The adoption of the bill will make it possible to prevent violations of the peace of citizens and silence using vehicles, reduce noise pollution and increase the comfort of life of citizens, the authors of the bill believe.

"Some drivers (vehicle owners) use faulty or specially modified engine exhaust systems when operating vehicles, or intentionally play music at high volume using sound reproducing devices and/or sound amplification devices installed on vehicles, which leads to a violation of peace and quiet," the document says.

There are no special restrictions and indulgences for the New Year holidays.

Maxim Liksutov, Deputy Mayor of the capital for Transport and Industry, announced on March 13 that the introduction of devices for detecting too loud vehicles could begin in Moscow in 2027. He explained that in order to put such devices into operation, a change in legislation is necessary.
