The movement of electric scooters in cities should not be prohibited, but should be regulated — for example, classify them as "M", oblige drivers to wear a helmet, or allow the management of such means of individual mobility (SIM) from the age of 16. This opinion was expressed on April 6 by Alexander Kholodov, Deputy chairman of the Commission of the Public Chamber of the Russian Federation on safety and interaction with Public Safety Organizations, Vice-chairman of the Committee for the Protection of Car Owners' Rights movement.

"It should be regulated, not banned. He noted that there are still errors in the legislation related to the rules of the road for personal mobility equipment (SIM). In particular, fines and the position of the SIM in the traffic regulations are incorrectly prescribed: a person on a bicycle is sometimes not considered a driver by law, and electric scooters do not have a clear classification, which creates uncertainty between a bicycle, a moped and a motorcycle.

In his opinion, banning electric scooters is the simplest but wrong option, it is better to introduce regulations and put traffic regulations in order, given the large number of private electric scooters among the population.
