The head of Beeline suggested using "whitelists" only in doubtful cases.

On April 2, Sergey Anokhin, CEO of the Beeline telecom operator, proposed introducing "white lists" of services available under mobile Internet restrictions only for dubious subscribers.

"It seems that we can move towards more modern, more effective measures. We are a high—tech sector, we have a lot of data and analytics. <...> Where there are doubts, the risks are [there are] white lists," Anokhin said at the Telecom 2026 forum.

He added that the operators have good statistics that allow them to confidently identify bona fide users for whom it is possible to leave a full-fledged connection by applying additional verifications. The head of Beeline called this the next step that would return people to comfort without a threat to security, and promised to work on this issue with the Ministry of Finance.

As of March 19, there were more than 120 services on the "white list" of the Ministry of Finance of the Russian Federation, which will remain available even in conditions of limited mobile Internet. Thus, under restrictions, Russians will have access to the Odnoklassniki social network, VKontakte and Yandex services, Mail, the national messenger MAX, VK Video and Rutube video hosting sites. The list includes the services of marketplaces, Ozon, Wildberries, Avito stores, Megamarket, Magnit, Vkusville, Dixie, Detsky Mir, as well as fast food restaurant chains: Tasty, Period, and Burger King.
