The expert appreciated the launch of the pre-import control system

The Goods Waiting Confirmation System (SPOT), which provides for preliminary control of import shipments, has started operating in Russia in a test mode. Alexander Zaitsev, CEO of Atomic Capital, assessed the advantages and disadvantages of this innovation in an interview with Izvestia on April 2.

"We are talking about a mechanism for preliminary import control: now companies must notify the tax authorities in advance of shipments and make a security payment even before the goods cross the border. In fact, this means shifting the tax burden "to the entrance" — the money in the amount of VAT and possible excise taxes should be "frozen" in advance, and not after the sale of the goods," the expert noted.

Zaitsev stressed that from the point of view of regulation, the introduction of SPOT is a logical step aimed at combating "gray" schemes. According to him, the system makes it possible to eliminate the underestimation of the cost of goods and the deferral of taxes, which equalizes conditions for all market participants.

At the same time, the expert pointed out the possible negative consequences for business. The main one is an increase in the financial burden on importers, as working capital will be temporarily withdrawn from circulation. This can be especially sensitive for small and medium-sized businesses.

In addition, the new system increases the administrative burden, including the need for additional reporting and more accurate supply planning.

According to Zaitsev, in the short term, this may lead to higher costs and, as a result, higher prices for some imported products. At the same time, in the long term, the system is able to increase market transparency and increase tax revenues.
