The policy doesn't go any further: a ban on driving is being prepared for insurance fraudsters
They want to ban insurance fraudsters from driving cars. This is one of the discussed measures to tighten responsibility for crimes involving policies, Izvestia found out. The attackers repeatedly apply for payments, staging accidents in different regions and buying CTP from different insurers. This affects the price of policies for all Russians, the Central Bank said. Now scammers will be required to triple the losses from their actions. Information about the attackers will also be transmitted for the establishment of a criminal case. How the authorities want to strengthen the fight against fraudsters
Russia is preparing a number of measures to tighten control and liability for insurance fraud. The investigative department of the Interior Ministry made a list of proposals in February this year. Sources in the industry told Izvestia about this. The editorial board sent a request to the Ministry.
The authorities intend to create a special list of clients-"red flags" in CTP. We are talking about those who have repeatedly applied for payments for the same type of accidents, with the same victims, as well as those who give contradictory testimony.
They will be marked in the database of the automated information system (AIS), where data on all CTP is stored. Both those against whom a criminal case has already been initiated for policy fraud and intruders who have already been refused payment by the court will be marked.
When any person on this list applies for new insurance compensation, the system will give a signal. In each of these cases, companies will run an in-depth check for signs of fraud.
The attackers will also be required to compensate insurers for damage caused by their actions in a triple amount. They will pay for all the examinations and investigations conducted on their case. This measure will apply to those who have already tried to receive an unjustified CTP payment over the past five years, but the court refused, and then the person repeatedly applied for compensation with false information or forged documents. The materials will also be automatically transferred for the establishment of a criminal case.
In addition, insurance fraudsters want to refuse to sell CTP for one to three years after that.
The discussion of the initiative has just begun, a representative of a major player in the CTP segment told Izvestia. The Russian Union of Motor Insurers (RSA) suggested that it be slightly adjusted: instead of refusing to sell the policy, fraudsters should be banned from driving cars. Yevgeny Ufimtsev, the head of the union, told Izvestia about this. However, it is not yet clear from what point such a ban may apply. This requires discussion, he added.
Who is driving up the price of CTP
The current anti-fraud measures are not enough, according to the authors of the initiative. The courts are overloaded with cases that could have been stopped even at the moment of re-applying for payment. It is assumed that the new measures will help to deal more effectively with insurance scams.
When analyzing such cases, insurers have learned to identify not only the permanent perpetrators of accidents, but also "professional victims," the press service of the RSA explained. They added: the proposed measures will make unscrupulous practices less profitable, and the attackers will be squeezed out of the auto insurance segment.
The Central Bank supports the expansion of existing and the development of new mechanisms to combat fraud in the CTP market, the press service of the regulator told Izvestia. Payments to fraudsters are included in the overall loss of the segment and ultimately affect the price of the policy for all car owners.
At the same time, it is necessary to maintain a balance between the effectiveness of the proposed mechanism and the rights of bona fide car owners, the press service of the Bank of Russia added.
Nikolay Galushin, head of the National Insurance Information System (AIS operator), supported the proposal to introduce full reimbursement of the insurer's expenses by the attacker and criminal liability against fraudsters. However, he took the ban on the sale of CTP critically: this could lead to the unavailability of policies.
Now the losses of the market due to the actions of fraudsters reach several billion rubles, the head of the NSIS recalled. It is by this amount that tariffs are increasing cumulatively.
— You might think that a criminal steals money from an insurance company, but in fact he steals it from all car owners due to the fact that damage from fraudsters eventually leads to an increase in the cost of CTP policies. Therefore, we must continue to fight this evil by legislatively closing possible loopholes," said Alexey Yanin, Managing Director for Ratings of insurance and investment companies at Expert RA Agency.
Some regions, where fraud has led to a significant increase in the cost of CTP, also plan to strengthen the fight against such crimes, added Viktor Alekseev, First Deputy General Director of IC MAKS. For example, the leadership of Novosibirsk is forced to take a similar path. Ordinary citizens pay for the high incomes of criminals there.
At the end of last year, against the background of an increase in insurance fraud, the Bank of Russia increased the territorial coefficient in CTP there. However, in March 2026, after the measures taken against the scammers had an effect, he reduced it, said Andrey Yazykov, First Deputy General Director of Yugoria.
Why it's worth banning scammers from driving a car
— Well-known groups of fraudsters or car lawyers operate in each of the so-called problem regions. The statements about road accidents in Krasnodar that have just been analyzed showed 28 events with the same participants in a year. And no matter how many insurers contact the police, in most cases there are refusals," Viktor Alekseev said.
The sentences of "suspended punishment" also do not stop fraudsters in the future, Zetta Insurance added. In their opinion, a more serious reckoning in the case of repeated commission of such crimes would be more effective. They supported the proposed measures.
The situation with fraud is already critical in the republics of the North Caucasus and the Primorsky Territory, Viktor Alekseev noted. In a number of regions of the "red" zone, fraudsters double the cost of the policy by their actions, said Sergey Demidov, vice president of Renaissance Insurance. Reducing the level of fraud can lead to a decrease in the average CTP price in the whole country by 5-10%, estimated Andrey Yazykov from Yugoria.
Irina Frank, CEO of Frank Auto, is convinced that the proposed package of measures is a long overdue and systematic solution. According to her, earlier, even when fraud was detected, the attackers got off with fines disproportionate to the damage.
The new approach combines several tools at once: a sanction in the form of triple damages for investigations, the real prospect of a criminal case, and, most importantly, a ban on buying a policy for a confirmed fraudster. It is the blocking of access to legal insurance that makes the system closed and makes it impossible for intruders to endlessly repeat schemes.
However, there is a risk that the scammer will continue to drive without a policy. Therefore, the ban on driving may become even more effective, the expert believes. This is a personal authorization linked to the driver's license. This approach has long been used in European countries as the most effective measure against professional car fraudsters. It should come into force after the verdict of the court.
