Security forces can check the contents of smartphones, including subscriptions and installed applications, only during operational search activities (ARDS). This was announced on March 31 by the head of the Federation Council Committee on Constitutional Legislation, Andrei Klishas.

"For transport security purposes, no one can demand to analyze the content of what you have on your phone, which sites you visit, which applications you have installed, whether you have a VPN there. No one has the rights to do this, it is permissible only within the framework of operational investigative activities," the senator emphasized in an interview with RBC.
