In accordance with Decree No. 194 of the President of the Russian Federation dated March 25, 2026, the third Russia—Africa Summit and other events in the Russia–Africa format will be held in Moscow. In order to ensure the preparation and holding of the Summit and other events in the Russia—Africa format, an Organizing Committee will be formed. Yuri Ushakov, Assistant to the President of the Russian Federation, has been appointed Chairman of the Organizing Committee. The composition of the Organizing Committee will be approved in the near future.

The Summit will be attended by heads of state and Government, representatives of relevant ministries and departments of the African continent, regional associations and organizations, as well as business communities, expert and academic circles. The foreign ministers of Russia and African countries discussed the details of the preparations for the Summit at the second Russia—Africa Ministerial Conference, which was held in Cairo, the capital of Egypt, last December.

Following the results of the second Russia—Africa Summit, held in 2023, all the leaders of the participating states approved a declaration setting out strategic directions for the development of cooperation between Russia and African countries in the long term. In addition, it was decided to hold the Russia—Africa Summit every three years.

"The Russia—Africa Summit and other events in the Russia—Africa format, which will take place this fall, are designed to strengthen the comprehensive cooperation of the Russian Federation with the states of the African continent, as well as to define new contours of interaction both on a bilateral basis and in the format of multilateral associations. During the events, it is planned to conduct an in-depth analysis of the entire range of Russian-African cooperation, as well as outline long-term guidelines for joint work in the fields of politics, security, economics, scientific, technical, cultural and humanitarian spheres. The upcoming events are designed to ensure the further development of strategic cooperation with African partners based on the fundamental principles of mutual respect, balanced consideration of interests and a focus on real benefits for the peoples of our states," said Anton Kobyakov, Adviser to the President of the Russian Federation.

The key objectives of the Summit and other Russia—Africa events will be to strengthen high-level political dialogue; coordinate efforts in the field of security and countering modern challenges and threats; develop trade and economic partnerships, including investments, energy, infrastructure and agriculture; expand cultural and humanitarian ties and educational programs, as well as promote joint initiatives in the field of science, technology and innovation.

Intergovernmental and interdepartmental agreements in trade, economic, investment, scientific, technical, cultural and humanitarian spheres are expected to be signed during the Summit.

The first Russia—Africa Summit and the Russia–Africa Economic Forum were held in Sochi in October 2019 under the co-chairmanship of the President of Russia and Chairman of the African Union, Egyptian President Abdel Fattah Sisi. The second Russia—Africa Summit and the Russia—Africa Economic and Humanitarian Forum were held in July 2023 in St. Petersburg. The co-chairs were President of the Russian Federation Vladimir Putin and Chairman of the African Union, President of the Union of the Comoros Azali Assoumani.
