Pampering is one thing: teenagers arrange terrorist attacks and sabotage on transport
The number of crimes in transport is noticeably decreasing, but there is an increase in a number of illegal actions. In about half of the cases, minors are involved in sabotage and interference in the work of the transport infrastructure, the Interior Ministry said. According to the results of last year, about 30 thousand crimes were recorded at transport facilities. This was stated during a meeting of the Presidium of the Public Council under the Ministry of Internal Affairs of the Russian Federation by the head of the Main Department for Transport of the Ministry of Internal Affairs of Russia, Police Lieutenant General Oleg Kalinkin. According to him, this figure is 2.5% lower than in 2024.
"Over the past five years, crime has decreased in all modes of transport. In particular, there is a decrease of almost 20% in railway transport, and 10% in air and water transport. At the moment, the overall detection rate of crimes at transport facilities is more than 70%," he said.
According to Oleg Kalinkin, last year there was a 10% decrease in the number of illegal actions and incidents involving passengers in a state of intoxication.
According to the results of last year, drug trafficking (about 35%), theft (about 22%), as well as other economic crimes (17.5%) accounted for the main share in the crime structure. At the same time, the number of terrorist attacks and cases of illegal interference in the activities of transport infrastructure increased by 91%.
"Interventions have been increasing since 2022. We actively identify those who directly commit acts of sabotage and terror. Last year alone, more than 300 such individuals were identified. Unfortunately, half of them are minors," Oleg Kalinkin said.
According to the Ministry of Internal Affairs of the Russian Federation, last year more than 200 terrorist acts and about 500 cases of illegal interference in its work were recorded at transport facilities. Of the 312 detainees for these acts, 161 are minors.
"We see that almost 99% of the people who were detained for these crimes were recruited by Ukrainian and Western intelligence services through various messengers," said the head of the Main Transport Department of the Russian Interior Ministry.
Dangerous passengers
Railway snagging continues to be a serious problem for transport police. So, last year, more than 1.3 thousand such cases were identified and suppressed. Igor Morzharetto, a member of the Public Council, agrees with him. In his opinion, the experience gained by the youth organization "Young Traffic Inspectors" in the prevention of safe behavior on the road among children and adolescents can be transferred to the fight against hooking.
The transport police plays an important role in the search for lost children, said Dmitry Vtorov, head of the All-Russian Association of Volunteer Organizations "Search for Missing Children." He recalled that columns with bright information signs have proven themselves well in the Moscow metro and at the MCC, which in a playful way tell a lost child that it is necessary to stay near these stands and wait for a policeman or a subway employee to approach him. In the prevention, suppression and disclosure of crimes, transport police officers actively use modern technical means, said the head of the Main Department for Transport of the Ministry of Internal Affairs of Russia. For example, UAVs and unmanned boats are used to patrol transport infrastructure facilities, Oleg Kalinkin said.
"Video surveillance systems, including those integrated with artificial intelligence, are a serious help. They allow biometrics to identify potential offenders among passengers at the airport or train station and prevent illegal actions in advance," he said.
The same systems help to solve crimes, the head of the Russian transport police emphasized. For example, a video surveillance system allows you to determine the route of an attacker, calculate his accomplices and accomplices.
A significant increase in the number of cameras in recent years has certainly made transport safer, Igor Morzharetto agrees. He cited commuter trains as an example.
"Not so long ago, it was often scary to get on a train, especially in the evening: the vestibules were considered almost official smoking rooms, and acts of vandalism and more serious crimes occurred on trains almost daily. The advent of video surveillance systems has made it possible to fundamentally change this situation," he said.
However, it is impossible to ensure transport safety only by video surveillance, Igor Morzharetto believes. It is important that cameras complement police officers, but not replace them, he stressed.
The personnel issue in the transport police is also quite acute, Oleg Kalinkin admitted. According to him, the average shortage of personnel in the units is 29%. Specialized universities are ready to help the police.
"We train a lot of law students. And for us, one of the problems is often that they undergo serious professional practice. We are ready to conduct career guidance classes, taking into account the specifics of the transport police," said Alexey Zabelin, Rector of MFUA.
