The prosecutor's office of the capital clarified that the exact cause of the fire will be announced after a fire technical examination.
"A criminal case has been opened on the grounds of a crime under Part 3 of Article 109 of the Criminal Code of the Russian Federation ("Causing death by negligence to two or more persons")," the Investigative Committee of the Russian Federation in Moscow said in a statement.
Yevgeny Chernov, a former circus performer, was detained on suspicion of involvement in the incident. Sources say that an unopened cigarette could have caused the fire. It is expected that the measure of restraint for the detainee will be chosen by the court the next day.
