In Russia, it is worth creating a public rating of management companies (CC) in the housing and communal services sector. Such an application was received on March 22 from the first deputy chairman of the State Duma Committee on Construction and Housing Vladimir Koshelev.
"A public rating of management companies should be created in Russia. This initiative is an attempt to introduce working market mechanisms in the housing and communal services sector: transparency, competition and real responsibility to the consumer, which will help bring order to the industry. People pay rising tariffs, but they often don't understand what their money is being spent on, and they often can't influence the situation, even if the company is doing frankly poorly," Koshelev told RIA Novosti.
The parliamentarian noted that there are several problems in the management of apartment buildings. Residents do not know how to compare the work of management companies, they have few tools to quickly change an unscrupulous organization, there is a gap between pay and quality of services, and there is no healthy competition.
In his opinion, the introduction of an open rating of management companies will give residents and regulatory authorities real opportunities for influence.
Koshelev explained that with the help of a rating on the GIS housing and communal Services website, owners will be able to see the assessment of their own and other companies, compare them and leave feedback on the quality of services. Koshelev added that a low rating would be a reason for an unscheduled inspection of the State Housing Inspectorate, and ignoring the regulations for six months could lead to the cancellation of the license.
"Conscientious and effective management companies will gain a competitive advantage — their work will be visible, which will attract new customers. In order not to lose business, companies will have to really work on the quality of services, efficiency and transparency, and not hide behind formal reports," he concluded.
Alexander Aksenenko, Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services, said on March 18 that in case of a sharp warming, residents may require the management company to lower the heating temperature and, if inactive, issue an act of violation to recalculate the fee. He noted that in apartment buildings with a centralized heating system, heating is turned off if the average daily temperature outside exceeds +8 ° C for five consecutive days.
