The Ministry of Industry and Trade of Russia proposed to introduce mandatory labeling of auto parts, the corresponding draft resolution is posted on the Federal Portal of Draft Regulatory Legal Acts. The ministry's press service announced this on March 20 on its website.

The project provides for the phased introduction of mandatory labeling of certain types of vehicle components, devices with an internal combustion engine and self-propelled vehicles from September 1 of this year. Labeling mechanisms have already been tested as part of an experiment that runs from February 25, 2025 to August 31, 2026.

The start of mandatory registration in the labeling information system is scheduled for September 1. The start of mandatory labeling and submission of information on commissioning to the labeling system is from December 1. The obligation to provide information on the turnover of goods and the withdrawal of goods from circulation to the labeling system is planned to be introduced from December 1, 2027.

The Ministry of Industry and Trade explained that the turnover of auto parts in the Russian Federation is characterized by a high share of the illegal market, which leads to the sale of substandard and unsafe consumer products. This is also due to the increase in the number of violations in the automotive industry related to the import and sale of counterfeit auto parts in the passenger car segment. In addition, this leads to non-compliance with the mandatory safety requirements established by the technical regulations of the Eurasian Economic Union, the ministry said.

Earlier, on February 25, the press service of Engels Spark Plugs LLC stated that every second Russian consumer (50%) had at least once encountered the purchase of counterfeit spare parts. The main distribution channels for counterfeit products were auto parts markets (25%) and specialty stores (23%). According to a company representative, inspections of offline points of sale revealed a catastrophic quality assurance situation.
