The Central Bank proposed to revise the calculations of CTP in the Novosibirsk region
The Bank of Russia has proposed to reduce the territorial coefficient for CTP in the Novosibirsk region. The Central Bank published the corresponding draft instruction on its website on March 19. It is emphasized that the revision of the indicators became possible due to the strengthening of measures to combat fraud and unfair actions in the CTP in this region.
The document provides for a reduction in the territorial coefficient for Novosibirsk from 3.12 to 2.34, for Berdsk — from 2.48 to 1.86, for Iskitim — from 2.32 to 1.74, and for other cities and towns of the region — from 2 to 1.5.
The Central Bank clarified that at the end of last year, the law enforcement agencies of the Novosibirsk region initiated 122 criminal cases on fraud with insurance payments, according to the statements of insurers. In January-February of this year, 37 more criminal cases were initiated. For comparison, 86 similar criminal cases were initiated in 9 months of 2025.
As of the beginning of 2026, two subjects of the Russian Federation, the Republic of Ingushetia and the Novosibirsk Region, were classified as the red zone (high level of CTP risk). The red zone includes regions with high fraud risks, high frequency of insurance claims and loss-making for insurers.
Earlier, on March 17, the Bank of Russia proposed to change the rules for determining repair costs for CTP, taking into account the market situation. It is expected that as a result of such changes, the average CTP payout will increase by 9%.
