The State Duma again proposed to link the CTP to the driver
The CTP policy should be allowed to be linked not to a car, but to a specific driver. This initiative was made by Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, TASS reported on March 19.
Currently, CTP is issued for a specific vehicle, and any number of people can be included in the policy. This is convenient when there is one car and several drivers in the family, Nilov noted. However, drivers should be given the right to choose so that they insure their civil liability and have the right to drive any passenger cars.
As Nilov recalled, such a bill had already been submitted to the State Duma, but it was not supported. The parliamentarian is confident that "sooner or later" this idea will be implemented. This is due, among other things, to the proliferation of electric scooters, he believes.
"Insurance is voluntarily attached to the scooter by the kicksharing organizations themselves. And if it were possible to insure one's civil liability, then perhaps there would be much fewer unpleasant cases when, as a result of an accident with a scooter, it is not possible to receive normal compensation to the injured party," the deputy said.
On March 17, the State Duma at a plenary session in the II and III readings adopted a bill defining that drivers will be fined no more than once a day for the absence of a valid CTP agreement. The bill is one of the steps towards the introduction in 2026 of verification of the availability of a valid CTP policy using automatic cameras for photographing traffic violations.
