Of the 579 automatic weight and size control points (APCS) installed on Russian roads, only 325 "frames" were operating last year. Vladimir Matyagin, President of the Gruzavtotrans Association, stated this on March 18 at a round table on the topic of compliance with weight loads, citing data from the Accounts Chamber of the Russian Federation.
"The problem is related to incorrect fines that are issued to cargo carriers based on data from these APCs. In turn, these frames give incorrect readings due to the fact that the road's co-owners do not ensure the regulatory maintenance of weight and size control points. Exceeding the established parameters of the slope of the roadway, track, potholes significantly affect the measurement results," he said.
Due to the large number of complaints from carriers about unjustified fines received from such APCs, it would be useful for regulatory authorities to suspend the operation of such "frameworks," Matyagin noted. At the same time, it often takes a lot of time for road owners to eliminate these shortcomings, he added. As a result, according to the Accounts Chamber of the Russian Federation, budgets of various levels lost a total of almost 26 billion rubles last year due to non-functioning APVGCS, said the president of the Gruzavtotrans association.
The day before, the State Duma adopted a bill in the second and third readings, according to which drivers will be fined no more than once a day for the absence of a valid CTP agreement.
