Saratov contractor Techno-Stroy goes bankrupt after losing GSP-2 contracts

Techno-Stroy, a company that previously specialized in the construction of facilities in the Yamalo-Nenets Autonomous District, is in bankruptcy proceedings amid the loss of large orders and litigation with former partners. As follows from the data of the arbitration file and information from the tax authorities, the head of the company, Igor Gutynin, was declared insolvent as an individual entrepreneur.

Also, in relation to Gutynin, Saratov tax authorities sent material checks to the Investigative Committee of Russia (TFR) on the fact of an offense in excess of 60 million rubles, but the decision to initiate criminal proceedings has not yet been made.

On March 23, the Arbitration Court of the Saratov Region will hold a meeting on the approval of the interim manager in the framework of the bankruptcy proceedings of Techno-Stroy, according to the court file.

In April 2025, the court introduced a monitoring procedure against the company. As of November, its debt amounted to 101.7 million rubles. The largest creditors whose claims are included in the register are the Federal Tax Service (59.2 million rubles) and KSB-Stroyalliance LLC (45.9 million rubles). Igor Gutynin is also in bankruptcy proceedings as an individual entrepreneur with a claim amount of about 6 million rubles.

Techno-Stroy's financial situation worsened after an on-site tax audit for 2020-2023. By the decision of the tax authorities of the interdistrict Federal Tax Service No. 21 in the Saratov region dated October 11, 2024, the company was awarded 63.4 million rubles in taxes, penalties and fines, according to a document available to the editorial board. Representatives of the regulator have established the fact of deliberate use of fictitious document management with more than 40 counterparties to underestimate the tax base. In May 2025, the inspection materials were transferred to the investigative authorities. The actions of the Techno-System management may fall under the articles of the Criminal Code of the Russian Federation on non-payment of taxes (art. 199 of the Criminal Code), or on illegal actions in bankruptcy (art. 195 of the Criminal Code) due to the particularly large amount of concealment. However, to date, no procedural decision has been taken on the verification material, despite the expiration of the decision-making period. According to the source of Izvestia, the material was under consideration by the regional department of the TFR, and then it was transferred to the Ministry of Internal Affairs of Saratov.

Techno-Stroy company was registered in Saratov in 2015. The developer performed the bulk of the work for GSP-2 LLC, which was headed by Maxim Dragunov until February 2023. During the period of cooperation, the contractor's revenue reached 820 million rubles, but the profitability of the business did not exceed 2%. After the change of management in GSP-2, the company lost its contracts, and its revenue decreased to 5 million rubles by 2024.

In February 2023, Techno-Stroy filed a lawsuit against GSP-2 for 530.7 million rubles in search of funds. However, on March 4, 2026, the arbitration court of St. Petersburg and the Leningrad Region refused to satisfy the claims and recovered from the plaintiff more than 100 million rubles of unjustified enrichment in favor of the defendant. In February 2026, the company also filed a claim for 21.6 million rubles against Gazregion.
