By the end of 2025, the number of ATMs in Russia has decreased to the lowest level since 2010. This is evidenced by data from the Bank of Russia, which was reviewed by RIA Novosti on March 16.

As of January 1, 2026, there were 138,028 self-service devices in the country. This is the lowest figure since the middle of 2010, when about 139 thousand ATMs were registered in Russia. Last year, the number of ATMs decreased by 5,900 devices. The rate of reduction was the lowest since 2020, when their number decreased by 2.6 thousand units.

According to the data, the ATM network was also noticeably reduced a year earlier. So, in 2024, the number of devices decreased by almost 7 thousand, and in 2023, the decrease was about 29 thousand ATMs. In general, the number of self-service devices in Russia has been decreasing for about 10 years. The peak value was recorded in the middle of 2014, when there were 235.5 thousand ATMs in the country. Since then, their number has been gradually decreasing.

Alexander Khaminsky, a lawyer and head of the Law Enforcement Center in Moscow and the Moscow Region, said on March 5 that it had recently become more difficult to withdraw cash from ATMs due to anti-fraud measures. About what restrictions may arise and how to act to avoid blocking operations. Khaminsky stressed that if the bank has suspicions, it has the right to suspend the operation and request explanations or documents. In this case, the lawyer advised requesting a written response from the bank, indicating the reasons for the refusal and a list of necessary documents.
