The best practices of the Sakhalin region were discussed at the Digital Lighthouse Forum

The international forum "Digital Lighthouse" continues in the Sakhalin Region.: data-based management". On March 12, its participants discussed the prospects for the development of the digital industry and artificial intelligence based on the practices implemented in the island region during the plenary session.

By the end of 2025, the Sakhalin Region took the first place in the country in terms of the introduction of artificial intelligence and the second in the digitalization rating. As Governor Valery Limarenko noted, the management strategy allows the island government team to achieve high results.

"Our regional management model is based on three key tools: project management, lean manufacturing, and data-driven management. We regularly monitor more than eight hundred performance indicators. I personally receive a report on many of them every day. I am always aware of how the roads are cleared of snow, how we attract personnel, and how we address the availability of medicines. This is our daily standard of work. It allows you to make informed decisions based on current figures. Verified data becomes the foundation for the introduction of digital technologies and artificial intelligence. It is important that we carry out this work solely in the interests of people. This approach allowed us to enter the top five regions in terms of quality of life in the National Rating of the Agency for Strategic Initiatives," Limarenko said.

The participants in the discussion were representatives of federal authorities and businesses. The experts discussed the best practices in the field of digitalization and artificial intelligence that have been implemented in the Sakhalin region.

"On Sakhalin, at the initiative of the governor, the Island of Technology project is being implemented jointly with the Savings Bank. For two years now, we have been developing an Artificial Intelligence Center here, where a large number of projects have been launched. The region is one of the leaders in the development of digital skills in the country. For example, Sakhalin's project to monitor landfills using drones won the international BEAC conference "AI Journey". We continue to cooperate. We have launched the "Assistant Minister" pilot. It is aimed at reducing the burden associated with the preparation of regulatory documentation. We are very actively working on services to reduce the routine when citizens apply," said Albert Fakhrutdinov, Managing Director for Work with the public Sector at the BEAC.

The session participants noted Sakhalin's successful experience in introducing digital technologies and artificial intelligence into medicine. For example, there are reference centers for oncology and nephrology in the region. The system automatically analyzes patient data and identifies their risk of developing diseases.

"Sakhalin's digital team is one of the most proactive among all the subjects of the country. Any digital "pilot" — the guys are the first to raise their hand, go into all projects. The most recent project that will be developed in the region directly from the Ministry of Finance of the Russian Federation is the transition to a new version of the doctor's appointment showcase. This is a large technological event that will allow you to control the quality of slot data and records in medical institutions. Sakhalin will be one of the first regions to switch to this technology. Colleagues demonstrate this approach in almost everything. Sakhalin is one of the leaders in the number of effective solutions posted on the Digital Region portal. They are very good at using vertical photography from drones in order to solve a variety of household tasks. And this experience has been replicated in dozens of regions across the country," said Grigory Borisenko, Deputy Minister of Digital Development of the Russian Federation.

Digital Lighthouse Forum: Data-based management" takes place in the Sakhalin Region from March 11 to March 14. The event brought together more than 700 participants — government officials, IT experts and business representatives from Russia and other countries.
