The State Duma approved the transfer of cars unclaimed for a month at customs
On March 11, the State Duma adopted a law in the second and third readings, according to which the shelf life of unclaimed cars and goods is reduced from 60 to 30 days. After this period, the cars and goods unclaimed by the owners will be transferred to federal ownership, TASS reports.
"During all this time, the owners of only 6% of the shipments applied for goods, and the vast majority of them did so in the first seven days. At the same time, the timing of the transfer of property to state ownership led to damage to goods, packing of warehouses and additional budget expenses," said Alexei Govyrin, a member of the State Duma Committee on Small and Medium—sized Enterprises.
He explained that from April 2023 to December 2024, information about 88 vehicles with a total weight of about 400 tons was posted on the website of the Federal Customs Service (FCS). At the same time, long periods of property conversion into state ownership led to damage to goods, packing of warehouses and additional budget expenses.
In addition, the law clarifies certain issues related to the implementation of the powers of customs authorities to stop motor vehicles and their interaction in this regard with other federal executive authorities.
On March 10, the State Duma proposed allowing maternity capital funds to be spent on car purchases. The bill has been prepared and submitted to the lower house of Parliament. As indicated in the explanatory note, the bill was prepared taking into account many years of discussion, and its authors took into account "the risks of misuse of funds and violation of the property rights of children."
