Serial killer Alexander Pichushkin, who was sentenced to life in prison, known as the "Bitsevsky maniac," filed a cassation appeal against court decisions that refused to transfer him from the Polar Owl colony to an institution closer to Moscow. This is stated in the court's materials, which Izvestia reviewed on March 11.
Pichushkin asked that the refusal to transfer him to a colony located closer to his relatives' home be declared illegal. According to him, his mother and sister cannot visit him because of the remoteness of the correctional facility. He, referring to his state of health, asked to recover 100 thousand rubles from the Federal Penitentiary Service of Russia for moral damage.
The courts of first instance and appeal rejected his claims. They determined that exceptional circumstances that would prevent him from serving his sentence had not been established. In addition, life-term prisoners do not need a penal colony located in their former places of residence.
A source from Izvestia reported on May 26 that the Federal Penitentiary Service of Russia refused to transfer Pichushkin, who is serving a life sentence, from the Polyarnaya Zvezda special regime penal colony to Mordovia in order to be closer to relatives. Natalia Guskova, the mother of the "Bitsevsky maniac," announced on April 17 last year that her son was in poor condition in prison. According to her, he is on the verge of death due to a severe illness.
The "Bitsevsky maniac" Pichushkin is serving his sentence in the Polar Owl special regime colony in the village of Kharp in the Yamalo-Nenets Autonomous Okrug. In 2007, the Moscow City Court found him guilty of 48 murders and three attempted murders. Subsequently, the investigation proved 62 episodes. He committed most of the crimes in the 1990s and 2000s in the Bitsevsky Forest in Moscow.
