Free access to information about the purchase of license plate concealment devices can create a sense of impunity for drivers and contribute to an increase in the number of traffic accidents. Alexander Khaminsky, a lawyer and head of the Law Enforcement Center in Moscow and the Moscow Region, told Izvestia on March 10.

"A few years ago, the courts began actively prohibiting the sale of devices for concealing license plates such as flip frames, blinds and others via the Internet, recognizing the sale information as prohibited for distribution," Khaminsky said.

He explained that the prosecutor's office justifies the need to block such ads by saying that such devices allow traffic violators to avoid responsibility and pose a threat to road safety. So, in 2024, the Dorogomilovsky court of Moscow blocked ads for the sale of such devices on one of the platforms.

Then, as the lawyer noted, the court pointed out that the posting of information on the sale of such devices contradicts the provisions of the federal law "On Road Safety." In addition, the Administrative Code of the Russian Federation provides for liability for driving a car with unreadable or modified registration plates.

According to the expert, free access to information about the purchase and use of devices that hide state license plates creates a sense of impunity for drivers and can contribute to an increase in the number of road accidents.

Khaminsky recalled that since 2024, responsibility for the use of such mechanisms has been tightened. Now, driving with devices that allow you to hide or modify license plates is subject to the deprivation of a driver's license for a period of one to one and a half years. In this case, the device itself is subject to confiscation and destruction.

"However, there is no direct legislative ban on the sale of such devices yet. Therefore, the prosecutor's office pointfully blocks such ads through the courts," the lawyer concluded.

Experts from the SberAuto service informed Izvestia on March 9 that serious body damage, not reflected in the documents, remains one of the most common hidden risks when buying a used car. Even if the history of the car looks flawless, this does not guarantee that it has not been involved in an accident.
