The deputy recalled the obligatory tasks at the cottage in the spring
Nikita Chaplin, Chairman of the Union of summer residents of the Moscow region, State Duma deputy, said that protection of the suburban area from spring flooding should be taken care of in advance — even before the start of active snowmelt.
In conversation with Lenta.Ru On Thursday, March 5, the parliamentarian noted that in the spring, owners of suburban areas should first check the drainage system: clean the ditches of debris and foliage, and, if necessary, lay pipes so that water can flow outside the site.
According to him, for territories located in a low—lying or flooded area, the creation of artificial elevations, for example, high beds or soil filling in problem areas, can be an effective solution. If the site is located next to a body of water, he recommended strengthening the coastline, including using plants with a powerful root system, and in more complex cases using gabions, geogrids or stone filling.
Chaplin also advised to follow the forecasts and warnings of the Ministry of Emergency Situations: if there is a threat of flooding, you can prepare sandbags for temporary barriers in advance. In addition, he recalled the need to clear snow from the roofs in order to reduce the load and avoid accumulation of meltwater near the walls of the house.
On March 2, environmentalist Ilya Rybalchenko, in an interview with Moskva 24, called on summer residents to assess their plots ahead of possible floods — whether they are high or low, what kind of soil there is — sandstone (easily absorbs water) or clay (water resistant). In the latter case, the water is poorly absorbed and runs along the surface.
On February 26, lawyer Ilya Rusyaev warned that Russian summer residents could be fined up to 700 thousand rubles if prohibited plants were found on their garden plots. Federal Law No. 294-FZ, amending the Land Code, entered into force on March 1. From now on, summer residents will be required to deal with dangerous invasive plants, including the Sosnovsky hogweed. 360.ru .
On February 19, Mikhail Vorobyov, a biologist and agronomist, called on summer residents to shake off the snow from the branches of trees. In an interview with the Moscow City News agency, he noted that conifers, junipers, thuja, and fruit trees with thickened crowns, such as apple trees, cherries, and plums, are most often affected by snow accumulation.
On February 17, Denis Kovalev, senior lecturer at the Department of Life Safety and Teaching Methods at the State University of Education, gave advice on cleaning the roof from snow in an interview with RT. He noted that the snow layer on the roof over 30 cm creates a serious load on the rafters and can lead to collapse. The roof can be cleaned from the ground with a scraper with a long telescopic handle (up to 4 m). This is the safest way.
In December, lawyer Maria Sviridova, in an interview with the National Security Council, called for tougher penalties for summer residents. Earlier it was reported that control over construction on private plots will be strengthened in the Moscow region. The inspections are scheduled for the period from January 1, 2026 to January 1, 2029. According to the lawyer, many owners of dachas cannot significantly change the situation on their plots, since the houses and buildings were built by previous generations, and there is almost no free space for changes. In such cases, it is important to approach the problem wisely.
