Taxi and record: in Moscow, they launched a CTP check by cameras
Moscow has started using traffic cameras to monitor the availability of CTP policies, but so far the technology is used only for taxis and freight transport. Nikolay Galushin, head of the National Insurance Information System, told Izvestia about this. In the absence of a policy, the driver's permission to operate a carrier or enter the city for a truck is revoked. Soon, such a system will work in the Moscow region. What is the threat of working as a taxi without CTP in Moscow?
The system for checking the availability of CTP policies using cameras has been operational since the beginning of 2026. In the absence of insurance, fines are not issued to drivers — instead, permits to work in a taxi or for trucks to enter the city are revoked, Nikolai Galushin, head of the National Insurance Information System, told Izvestia. The NSIS contains information about all existing compulsory car insurance contracts.
He explained that the capital keeps records and issues permits specifically for taxis and trucks, whereas the city does not have such data for other categories of transport. Therefore, the automatic exchange of information is now possible only in relation to these machines. The system became operational in early 2026.
For now, a request-and-response scheme is being used with Moscow: the city transmits the unloading by car numbers, and the NSIS informs whether they have a CTP policy. Such checks are carried out approximately once a month. In the absence of insurance, Deptrans does not issue a permit to work in a taxi or for a truck to enter the city, and revokes the previously issued one. So far, this system remains insufficiently technological.
At the same time, the NSIS is launching cooperation with the Moscow Region — they want to integrate it through the system of interdepartmental electronic interaction (IMEM), Nikolai Galushin said. In this case, data exchange will become automatic, and changes will be recorded immediately. This will allow you to quickly take action against taxis without CTP (rather than once a month). In the Moscow region, such a system may be operational as early as April.
— We had an illustrative case when working with Moscow. The city has sent a list of cars with taxi work permits to check for CTP. There was indeed insurance for one of the cars, but it was issued for personal use, not for taxis. We passed on this information, and the Department of Transport revoked the work permit. In order to rule out an error and avoid unjustified sanctions, we additionally requested confirmation from the insurer. However, the company also reported that the CTP was purchased specifically for a personal car (such a policy is much cheaper than for a taxi), — said the head of the NSIS.
According to him, about 800,000 taxi cars are currently registered in Russia. At the same time, CTP contracts (both annual and short-term) are issued for about 600 thousand cars, that is, for only 75% of the fleet.
Izvestia sent inquiries to the government of Moscow and the Moscow Region. The Ministry of Transport and Road Infrastructure near Moscow reported that issues related to the introduction of automatic verification of the presence of CTP using cameras, as well as information interaction with the NSIS, are within the competence of the Ministry of Transport and the Ministry of Finance. They also did not specify to Izvestia when the mechanism is planned to be launched.
A similar system should be extended to other regions, according to Alexander Shcherbakov, head of the OSAGO Methodology Department at MAKS IC. Sergey Demidov, Vice President of Renaissance Insurance, agrees with this. According to him, everything depends on the readiness of the bases. In the regions of the Russian Federation where this work has already been carried out, the introduction of such a mechanism for taxis and trucks should not encounter fundamental obstacles.
The problem of the lack of insurance in commercial transportation is quite acute, Alexander Shcherbakov emphasized. A significant part of taxi cars are actually operated without a valid insurance policy. Some drivers apply for cheap CTP for personal needs, while others completely ignore the requirement of the law. The situation is not much better among cargo carriers. At the same time, the issue concerns the safety of passengers, as well as fair conditions for market participants.
According to statistics, taxi cars have a very high accident rate, as drivers are in a hurry, they have long work shifts, and this dramatically reduces attention on the road. The result is a high loss rate for CTP, said Alexey Yanin, Managing Director for Ratings of insurance and investment companies at Expert RA. According to him, the problem with the lack of a policy has persisted for many years. The launch of a system for checking CTP using cameras and the subsequent revocation of permits should be a serious incentive for obtaining insurance. However, he stressed, it is necessary to solve this problem comprehensively.
After the system is extended to other regions, the share of taxis without a policy may decrease to a minimum of about 3-5%, estimated Irina Frank, CEO of Frank Auto. According to her, the main effect will appear in the first months, as soon as the understanding of the inevitability and severity of punishments is consolidated in the professional community.
When will Russians start being fined by cameras for not having CTP
It is planned to launch a CTP camera check for all cars in Russia in the fourth quarter of 2026, Nikolai Galushin told Izvestia. Moreover, it is already fully fledged, with fines in the absence of a policy. All participants in the discussion agree on this. Then, separately, Deptrans of Moscow and other subjects will interact with the NSIS only to check insurance from taxi drivers for issuing permits, he added.
The Bank of Russia supports the introduction of monitoring the availability of CTP using cameras, the press service of the Central Bank reported. This will increase the security of all road users: if the person responsible for the accident has a policy, the victims will be able to receive compensation.
In general, about 7-10% of cars in Russia now drive without compulsory insurance, the Russian Union of Motor Insurers (RSA) reported. At the same time, the situation in the southern regions and in the new regions of the Russian Federation is noticeably worse than average, according to Alexey Ivanov, owner of the Alliance Trucks commercial vehicle dealership network.
For example, according to some reports, up to a third of taxi drivers in Makhachkala travel without a valid CTP policy. High rates are also observed in Dagestan and Chechnya. This is due to both the significant cost of insurance for local residents and the well-established practice of resolving the consequences of accidents without the participation of insurance companies and traffic police, Irina Frank noted.
After the cancellation of the obligation to present CTP when registering a car, the only way to control it was to check with traffic police officers. The introduction of alternative methods, including automated camera checks and interagency data exchange, should have a positive impact on reducing the number of car owners without insurance, the union stressed.
They added that, first of all, the situation will improve in places with a high concentration of traffic cameras — in large cities, federal and regional highways. It is planned to fine for violations no more than once a day, now such a bill is under consideration in the State Duma. You will have to pay 800 rubles for the first time, and 3-5 thousand rubles for repeated violations.

After the launch of automatic verification in large cities, the proportion of drivers without a policy may decrease to almost zero, according to Sergey Demidov from Renaissance Insurance. According to him, the full launch of the system for all passenger cars is expected no earlier than October 2026.
The OSAGO verification module is embedded in a large government contract for the completion of the Web Interior Ministry system, which expires in March 2026, after which testing will take another six months — that is, the real start is not earlier than mid-autumn, Alexey Ivanov believes.
Insurers have been pushing for the introduction of automatic verification for more than a decade. The problem is not only in the technical readiness of the cameras, but also in debugging the complex mechanism of interaction between different databases, explained Alexander Shcherbakov from MAKS. One of the stumbling blocks is the situation when the license plate number is not included in the policy for some reason: in this case, correct identification of the car during automatic verification is impossible.
