The digital ruble was used for the first time in Russia to pay a fine

The Federal Treasury should pay attention to pricing issues in the defense industry: its task is primarily to reduce the risks of overcharging in the state defense order. Vladimir Putin said this on March 3 at a meeting with the head of the department, Roman Artyukhin. Other topics include the use of the digital ruble, which has already begun in Russia. At the very beginning of the year, the Treasury received 1.5 thousand rubles from a private individual to pay for an administrative violation — this was the first payment in this form of national currency.

What was discussed at the meeting

The Russian Treasury earned 1.5 trillion rubles for the budget last year, Roman Artyukhin said at a meeting with Russian President Vladimir Putin. Of these, the income of the federal budget itself amounted to 1.183 trillion rubles, and 328 billion rubles were allocated to the regions. This became possible due to the fact that the Treasury not only concentrated all budget resources, but also actively manages them: places them on deposits and in financial instruments.

Roman Artyukhin also noted that 38 subjects of the Russian Federation used treasury loans. And everything is returned on time. The Treasury also reduced inspections by four times and focused on preventive forms of control.

The meeting discussed the digital ruble and the prospects for its implementation. Currently, the Treasury, together with the Bank of Russia and the Ministry of Finance, is determining priority areas for spending funds that could be transferred to the digital ruble platform. "Last year, on your instructions, we conducted piloting here. Starting from January 1 of this year, we are ready to accept payments to the budgets of the budgetary system," Roman Artyukhin said. And the first transaction using the digital ruble has already been completed — 1.5 thousand rubles have been received from a private individual to the department's account for the payment of an administrative fine.

Starting this year, the Treasury began automatically tracking spending on the state defense order. The Ministry of Defense is currently modernizing the pricing system, moving from limit prices (the maximum ceiling within which bidding takes place) to indicative prices (which take into account the market situation). The President noted that the Treasury's task is primarily to reduce the risks of price gouging.

"Unfortunately, the limit prices have not been completely eliminated yet. But I ask you to pay close attention to the work in this part. And if you feel and see that additional steps need to be taken to make this work more effective and more focused, you will definitely tell us and formulate your proposals," the head of state concluded. According to the head of the department, the results of the inspections have already made it possible to see where quite serious reserves remain.
