In December 2025, the Armed Forces of the Russian Federation rescued 46 Ukrainian citizens from a war zone in the Sumy region, where a humanitarian corridor was not open to civilians. This was announced on March 1 by the Commissioner for Human Rights in Russia, Tatiana Moskalkova.

According to her, initially the Ukrainian side called the Ombudsman and reported the alleged forced displacement of people, but the situation turned out to be different. The problem was the inability of Ukrainian citizens to leave the Sumy region.

"In many localities there were civilians at risk, with a huge risk to their lives. Fighting was underway. Our military saved these people. They took them to a safe place, including at the cost of their lives. There were 46 such [rescued] people, they were taken to the Belgorod region," Moskalkova said in an interview with RIA Novosti.

As the Ombudsman pointed out, Ukrainians were given temporary housing, food, clothing and medical care. According to her, 17 people wanted to return to their relatives in Ukraine.

"They were not hindered. Moreover, all the questions they had left, including on transport and other organizational issues, were implemented, and people went to their families and friends," she concluded.

On November 18 last year, Moskalkova appealed to Kiev with a request to take back Ukrainians rescued by Russian servicemen from the war zone who want to return to their homeland. The citizens of Ukraine, as she noted, lived in Kursk at that time.

Later, on December 11, Moskalkova pointed out the unwillingness of the Ukrainian side to accept its fellow citizens rescued by the Russian army. She called such actions by Kiev incomprehensible. Already on December 11, Russia handed over to Ukraine 45 citizens who were subject to expulsion from the Russian Federation. In addition, the reunion of 22 families was organized as part of the humanitarian action.
