In the second and third readings, the State Duma adopted a bill prohibiting the extradition of foreign citizens serving in the Russian army to other states. This was announced on February 26 on the website of the lower house.

Amendments to Article 464 of the Criminal Procedure Code of the Russian Federation establish that participation in hostilities as part of the Armed Forces of the Russian Federation or other military formations is the official basis for refusing extradition.

"With regard to such citizens who are or have served under contract in the Russian army, it is proposed to prohibit decisions on their deportation, readmission, and undesirability of staying in the Russian Federation," the State Duma noted.

It is noted that the bill is aimed at strengthening the legal protection of foreigners serving in the army.

On the eve of the Prime Minister of the Russian Federation Mikhail Mishustin announced the transfer of biometric data of 9.5 million foreigners. He added that the government, with the support of the State Duma, has tightened the requirements for exams in the Russian language, introduced testing for migrant children before admission to schools, and also supported projects on medical examination of foreigners.
