President of Ukraine Volodymyr Zelensky wants to use the referendum to slow down or disrupt negotiations on the settlement of the Ukrainian conflict. This was announced on February 26 by former Prime Minister of Ukraine Mykola Azarov.

"Zelensky often appeals to public opinion. But look at how I can give up Donbass, if my population, my people are against it, we probably need to put it to a referendum. Here, or how I will hold elections when the people are against holding them. That is, appealing to some opinions or disagreements is always a reason to disrupt negotiations," he said in an interview with TASS.
